Update:
Oct 2 – complaints of cars going through stop sign at Sagamore. 10:10 AM we had traffic enforcement when a local man went through the stop sign. We pulled him over, his license had been suspended, summoned to Dot court, he can’t drive until license gets
Oct 12 Home invasion – They went up the state and stomped on landscaping lights. The two were stopped at pleasant and Victoria street. 58 yo male and 37 yo female – B&E nighttime and vandalism lights
Oct 16 – 7:42 PM
Woman walking dog along Auckland St. Male exchanged greetings, he continued following her. When she went to residence at 65 Auckland St. he tried to open her door. He crossed Dot Ave heading toward Jones Hill. Asian male 45 – 50 yo Khakis, baseball hat, dark jacket, he didn’t try to grab her.
Oct 16 – 9:30 PM MV accident – Uphams corner area, the car that caused the accident fled down Columbia road toward pond street towards Cottage St. Driver fell out of the front seat. Sobriety test – driver arrested for OUI
Oct 20 – about 4 PM Auckland and Bay St. arrested 29 yo – drug unit – They arrested him on a scooter with 2 bags of crack cocaine. Tow for the scooter, check for inventory. So checking the scooter, the side storage compartment, 22 caliber firearm, one round, stolen in a house break in Florida in 2019 – charged with 7 felonies.
Car Break-ins – Stoughton and Sumner and East Cottage/Pleasant/ Edison Green… 3 of the cases cars were entered / not broken into… If you are a victim of a car break – in, create a paper trail, call 9-11. The Captain will know where to send the resources…
Yacht Club = Drug dealing? Bill Brenan reports this happens daily – he has called the police often. People are passed out in cars, etc. Overdoses are occurring. Request for more drug enforcement. Is that a State Police issue? No, this is Denny Street. Why are there no documented calls? Continuous frustration between City vs. State Police. City officer responded.
Is this an all-day thing? The officers have been told to keep monitoring down at the beach. The officers are aware of it. But Officer Keamy only reports documented incidents at this meeting.
Tell the K-Car and drug unit to monitor more.
Motorcycles driving up Savin Hill Park on a motorized vehicle… They drive up the hill on their vehicles. They will be asked to leave, writing a ticket, “We don’t chase them”
“They are not allowed to ride bikes up there”
- If there is an arrest there is a report written, if we tow a scooter a report is written
Events at C-11:
“Halloween went well at BPD C-11”
On Halloween, 4 – 7 PM , there was an event held at the station/handing out candy
Christmas – C-11 won’t be having a time for the kids, usually average 400 kids and their parents (about 600 people) – in one large room, too much at risk for Covid-19. We will do what we did last year = helping out families. Last year about 80 families. As we have in the past – requesting donations of presents, unwrapped, new, need boy presents, we had more girls than boys – between the ages of ages 8 and 11. More geared toward the very, very young… Give to C-11. Now through December 17th… New toys, unopened, help make more than 80 families happy.
Planning Committee 7:20-7:30 PM
Vote on transfer of liquor license from Best Liquors to Happy Liquors
PLANNING MEETING:
Last meeting, we discussed property at Columbia Road (Best Liquor), asked to update plans at next planning meeting, transfer of liquor license, Jennifer is here to give an update about that.
Next week – DBAR would like to make their temporary expansion permanent. Develops of both 800 and 780 Morrissey Blvd to come and talk about their plan. Meeting next Tuesday at 7 PM

Not going to take a vote as the transfer has been approved. Images of the signage is shown. They want to be good neighbors to us. Everything will get passed through the City of Boston, zoning, etc. before anything is completed. One suggestion: There is an opportunity – Fernandez Wine and Spirits – How to move away from Neon Signs. Maybe look at lighting in the South End? How to make it more aesthetically pleasing? There seems to be signage clutter in the windows. How to make it more welcoming? How to make it look a lot nicer with different signage and fixing up window. This issue/request to not have neon signs was already brought up in the past.

Yahaira Lopez, an organizer from South End-Roxbury Community Partnerships, will join us to talk about their work focusing on the crisis at Mass & Cass
- She is not able to attend tonight due to a loss. A representative from this organization will attend during the December 2021 meeting.
Committee Reports: 7:45-8:05 PM
Engagement Committee
Not much to talk about, looking for more people to be part of this committee in an ongoing basis. It could do a lot of good things. Requires energy to be put into it. There could be positive things. How to get people more involved in the community?
George gave an update: Talking about Christmas tree lightings and trolley tour. Des and Milly are involved. That’s going to be the Saturday after Thanksgiving (Nov 27). The time it is supposed to come by the Columbia Savin Hill Area is 5:40 PM-ish/6 PM Ryan Playground…. It then heads over the Fields Corner.
Events from 4 PM to 7 PM. There are 10 stops in 20 minute intervals.
Wreath sales – Yes, we are planning to sell wreathes. Upcoming meeting with beautification committee. Selling house wreathes and poles on Dot and Savin Hill Ave
One of the challenges = outreach to the Vietnamese community. How to navigate that issue? How to engage this community further? It seems limited? Asking George how to create that bridge for us. Kevin is the Fields Corner Vietnamese coordinator- create flyers, get more interest. For the tree lighting? A flyer translation in Vietnamese?
Safety Committee
Super Nora Bastion, Officer Manny C-11. Nora is his supervisor. They explained the work they do. They have 10 liaisons for the whole city. They have outreach with clubs, charitable organizations ,etc. They do outreach to the community. They are willing to come to events, meetings, etc. They provide a lot of support in the community. Funding is not through the BPD. They get through grants and subsidized grants. They will host different events.
Next Meeting: Officer McFao (sp?) She runs the N.Star program – parents of adults or children with a documented disability and at risk for leaving their home. The North Star program works with the police and guardians to get all of their info ahead of time. If someone leaves the premises they have their information, etc.
Individuals with ASD and psychiatric issues – how to train the officers and how to interface with them if needed. Officer McFao will be joining the meeting on November 16th.

Community Benefits Committee
What is our recommendation for how to fund community money. Community Benefit Fund – goes to mitigate the large impacts on the community. We are facing multiple projects – 10,000 housing units. How is this going to work? Let’s create comprehensive planning. $50 million in Community Benefits. We cannot decide but can make a public recommendation. There has not been enough planning.
Beautification Committee
Elizabeth reports: Last meeting on Oct 21. 6 people there. 2 new people. Agenda – how to sell the bulbs we bought? Or the association bought? And the ones we get from the city. Selling at the music festival… We sold the bulbs – 65 of them – got $325.00. We charged $5.00. We have 20 bags left. Do folks want them? Or should we give them to Joe Costa to plant them? Des was kind enough to pick up the bulbs. We thought there would be 200 but there were 300. We have plenty to plant. The wreathes. The logistics. Joe Costa is taking the lead on that. We will need volunteers. Help with putting them up on the polls. Where do we put them together? Mark Antoin’s garage? Hosting us there? Joe called today and Mark is on board with donating his place again. Julianne Kennedy hosting next meeting.
By-Law Amendments 8:05 – 8:15 PM
- No changes to vote on right now, we’re just starting the conversation
- Will include Planning guidelines in the near future, but everything requires analysis and votes to become official
- Review each section of the by-laws each month, making suggestions and voting on each
Look at a change each month.
These changes will need to be voted on.
